Powell may have to add to his squad in the loan market, especially after Ipswich recalled midfielder Lee Martin on Tuesday, but he wants to give his current players the chance to impress.
"I want to look at all the players," said Powell, who was named as Phil Parkinson's successor last week.
"There are a number of players who haven't been involved who might just be inspired and make a difference for us.
"You always like to add to your squad but it won't be easy. We need the fans to believe in us and what we are trying to do. And I have to produce a team that does that for them."
